Bill to reauthorize the Individuals with Disabilities Education Act (IDEA) clears the Senate
The Senate passed the reauthorization of the Individuals with Disabilities Education Act by a vote of 95-3. The Senate action breaks a major log jam and clears the way for a conference committee to meet to resolve differences between House and Senate versions of the IDEA. Both House and Senate bills contain positive features in areas such as conflict resolution, student discipline and paperwork reduction. The Senate bill includes provisions clarifying special education teacher certification requirements under No Child Left Behind. In its action today the Senate adopted amendments to allow school districts to challenge trivial lawsuits and to recover attorney's fees when sued for frivolous reasons; and to authorize the Secretary of Education to waive paperwork requirements for up to 20 states. Follow the bill's progress in the US Senate and US House of Representatives.
